What is the actual difference between the two?
UX decides what happens — which steps exist, in what order, what the system does when something goes wrong. UI decides how that reads on screen. Good visual work on a badly structured flow produces a product that photographs well and frustrates people.
How do we tell which we are being sold?
Ask what happens before the screens. Work that starts with a moodboard and finishes with polished mock-ups is visual design. Work that starts by mapping the task, the states and the failure cases is the other half, and it is the half that changes outcomes.
Why do states matter so much?
Because most of a real product is not the ideal case. Empty accounts, failed payments, partial data and long names are what users actually encounter, and designs that only cover the happy path get those improvised by developers under deadline.
Should designs be tested before building?
Yes, and it needs very few people. Watching five users attempt the task on a prototype finds the serious problems, and each of those is cheaper to fix in a design file than after it has been built, released and integrated with everything else.
