- It can. Data storage is allocated by record count rather than by how much is in each record, so millions of thin historic rows consume the same allocation as substantial ones. It is worth pricing before deciding to bring twenty years of history.

- As much as somebody will actually use, plus whatever you are obliged to keep. Teams default to everything, which increases cost and slows the project, when a read-only archive of the old system frequently serves the genuine need better.
