- Why does manual change matter so much?

- They record what exists, and losing or corrupting one is worse than losing the code. Stored locally, two people applying at once will conflict; stored remotely with locking, the problem disappears. It is the first thing to get right and frequently the last thing configured.
- Should applies run from a pipeline?
- Yes. Running from a laptop means whoever applied it holds credentials with broad permissions, there is no record of what was run, and a partial failure leaves state uncertain. A pipeline gives you review, audit and consistent credentials for no real cost.
- Can we adopt this incrementally?
- That is usually the only realistic route. Importing everything at once on a mature estate is a large project; taking new work code-first and importing existing resources as they are touched gets you there gradually without a period where nothing else progresses.
