How much should it be allowed to decide?
Less than the technology permits. Answering questions is low risk; agreeing refunds, changing contracts or making commitments creates obligations. Drawing that line explicitly, and enforcing it in the system rather than the prompt, is a governance decision worth making early.
Is generative better than intent-based?
For open questions, considerably. For transactional flows where specific information must be collected in a specific order, structured approaches remain more reliable and easier to prove correct. Most good systems now combine the two rather than choosing.
