Why search the whole history for secrets?
Because removing a key from the current version does not remove it from the repository. Anything committed remains retrievable unless the history is rewritten, so a credential deleted in a later commit is still there — and still valid if nobody rotated it.
Is test coverage a useful measure?
Only when read carefully. A high percentage achieved by testing trivial code alongside an untested payment path is worse than a lower figure concentrated where failure is costly, so the useful question is what is covered rather than how much.
What does the report look like?
Ordered by what happens if it is ignored, and explicit about what is acceptable. Every codebase contains things that could be better, and an audit listing four hundred of them equally is a document nobody reads — whereas six items that genuinely threaten the business, with the rest recorded as known and tolerated, is something a team can act on this quarter.
