Why does reserved capacity disappoint?
Because it is bought on peak requirements and paid for continuously. A workload that is heavy for four hours a day and idle otherwise pays for the idle time too, and unless that capacity is shared with other work the utilisation makes the economics unattractive.
Is storage a significant cost?
Rarely, relative to querying. Storage is inexpensive and long-untouched data is cheaper still, so the instinct to delete history to save money usually addresses the smaller number while the scanning behaviour that dominates the bill continues unchanged.

At least annually, and whenever usage changes materially. Organisations grow into and out of the reserved model as workloads shift, and a decision that was correct two years ago is frequently costing money now — reviewing it is a short exercise with a direct financial answer.
